1963 Chap. 0668. An Act establishing the metropolitan area planning council. Whereas, The deferred operation of this act would tend to defeat its purpose, which is to provide forthwith for regional planning in the metropolitan Boston area, therefore it is hereby declared to be an emergency law, necessary for. the immediate preservation of the public safety and convenience.
