1971 Chap. 1115. 1143 of taxes, administration, establishment of reserves and other costs, as determined by the department, an amount equal to such excess or, in the case of projects under section thirty-five, an amount equal to such portion of the excess as the department shall prescribe, shall be applied, or set aside for application, to purposes which shall effect reduction in the amount of subsequent annual contributions. The full faith and credit of the commonwealth is hereby pledged to the payment of all contributions contracted for by the commonwealth. The provisions of subdivision (e) of this section shall not apply to projects completed after July the first, nineteen hundred and sixty-six. Section 5. The first paragraph of section 41 of said chapter 121b, as appearing in section of said chapter 359, is hereby amended by striking out, in line 9, the words "two hundred and sixty" and inserting in place thereof the words: ?four hundred and ten, ???and by striking out, in lines 13 and 14, the words "six million five hundred thousand and inserting in place thereof the words: twenty-four million six hundred thousand. Section 6. Said section 41 of said chapter 121b, as so appearing, is hereby amended by striking out, the second paragraph. Section 7. Section 43 of said chapter 121b is hereby amended by adding the following sentence: The department may contract with the authority to pay annual contributions under this section. Section 8. Section 44 of said chapter 121b is hereby amended by striking out clause (b) and inserting in place thereof the following clause: (b) rentals payable by selected tenant families or persons shall not exceed twenty-five per cent of the income of the household, not including any student income, if heat, cooking fuel and electricity are provided by the landlord or twenty per cent of that income if said utilities are not so provided. Section 9. Section four of chapter seven hundred and seven of the acts of nineteen hundred and sixty-six is hereby repealed. Section 10. Notwithstanding the provisions of the second paragraph of subdivision (b) of section thirty-four of chapter one hundred and twenty-one of the General Laws, the annual contribution for any one project shall be payable in an amount not exceeding six per cent; of the cost of the project, as determined by the department of community affairs under the provisions of said subdivision (6).
