1979 Chap. 0795. An Act Relative To The Establishment Of The Department Of Social Services. Whereas, The deferred operation of this act would tend to defeat its purpose, which is relative to the implementation of the department of social services, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.______________________________________
