1979 Chap. 0796. An Act Establishing An Executive Office Of Energy Resources To Coordinate And Promote Energy Conservation And Alternative Energy Development And For Related Purposes. Whereas, The deferred operation of this act would tend to defeat its purpose which is to provide immediately comprehensive energy program for the commonwealth, therefore, it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.______________
