1993 Chapter 0071. An Act Establishing The Education Reform Act Of 1993. Whereas, The deferred operation of this act would tend to defeat its purpose, which is to provide immediately for the improvement of public education in the commonwealth, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.
