1970 Chap. 0746. Chap. 74g. An Act providing financial assistance for water Pollution Abatement Program For Industrial Wastes. Whereas, It is hereby found and declared that pollution of the waters of the commonwealth is danger to the public health, safety and welfare and that alleviation of such conditions is public purpose, that existing programs of water pollution control provide substantial financial assistance to certain communities and districts for the correction of water pollution within their boundaries, but that certain industrial or commercial businesses, whether by reason of geographic isolation, incompatibility of waste products, or other reason, are unable to participate, directly or indirectly, in any existing program of government assistance for water pollution abatement, that while the existence of certain of these businesses is vital to the economic well-being of the commonwealth, by reason of providing needed employment and source of taxable values, certain of these businesses could not continue to exist in this commonwealth unless provided with source of financial assistance to facilitate the construction of water pollution abatement works and that program of financial assistance to certain businesses, certified by the department of commerce and development as necessary to the commonwealth's economic well-being, in order to facilitate the construction of water pollution abatement works certified by the water resources commission, is public use and public purpose for which public money may be loaned and tax exemptions granted, now, therefore,

1970 Chap. 0744. projects; and provided, further, that amounts received from the federal government as reimbursements for such projects shall be deposited in said Federal Capital Improvement Fund and shall be available to repay any note or notes issued as provided in this section; and provided, further, that all payments on account of interest shall .be paid from the State Recreation Areas Fund. Section 5. Notwithstanding the provisions of chapter five hundred and one of the acts of nineteen hundred and sixty-eight, after the effective date of this act the department of natural resources shall not designate the department of public works as its contracting agent for the acquisition of ocean beaches and ocean reservations or for the design and construction of capital improvements or new facilities thereon. The department of natural resources may acquire, develop, redevelop and improve such ocean beaches and ocean reservations in such manner as is authorized by chapter one hundred and thirty-two of the General Laws or by any special law. This section shall not apply to any project for which funds have been encumbered under the provisions of chapter five hundred and one of the acts of nineteen hundred and sixty-eight on the effective date of this act. Approved August 28, 1970. Chap. 0744. An Act relative to the renewal of certain motor Vehicle Insurance Policies And Providing For The Suspension Of The License Of Insurance Companies Refusing To Issue Or Renew Compulsory Motor Vehicle Liability Insurance Policies. Whereas. The deferred operation of this act would tend to defeat its purpose, which in part is to guarantee the continued availability of automobile insurance supplied by private enterprise, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.

For the purposes of this act, Boston Harbor shall be defined as that portion of the body of water shown on chart 246, 32d ed., Feb. 26, 1968, "boston Harbor", U. S. Coast and Geodetic Survey, which hes to the west of line beginning at th'e tower on Allerton Hill in the town of Hull, thence running to the eastern most point on Outer Brewster island, thence running to the Graves lighthouse, and which hes to the south of line beginning at the Graves lighthouse, thence running to the most northwesterly point of Deer island, thence running to the most northerly point of Spectacle island, thence running to the monument on the northeasterly shore at Fort Independence, Castle island in the South Boston district of the city of Boston. Approved August 22, 1970. Chap. 0743. An Act providing capital outlay program for the Commonwealth For Recreation And Conservation Purposes.
