1977 Chap. 0006. habitants in each ward and precinct of the city of Lynn required by the constitution, take effect retroactively to the day established by section seven of chapter nine of the General Laws as the state decennial day of the year nineteen hundred and seventy-five; and shall be reported by the mayor of the city of Lynn forthwith to the state secretary and shall be used for the purposes of forming representative, senatorial and councillor districts beginning January first, nineteen hundred and seventy-nine.
