The court house board may employ legal, clerical and other assistance and may expend for such purposes and for administrative expenses an amount not to exceed eight thousand dollars. Funds authorized to be expended by the Middlesex county court house board under this section shall be an obligation of Middlesex county and shall be paid from any available funds. Section 3. No sums borrowed pursuant to this authorization, and no sums borrowed pursuant to previous authorizations under chapter seven hundred and eighty-one of the acts of nineteen hundred and sixty-three, as amended, which remain unexpended, may be used to satisfy any obligations in the form of claims, awards or judgments arising from or in any way related to Contract No. 632c. Section 4. Notwithstanding any provision of law to the contrary the county commissioners are hereby authorized to award the contract for completion of the Middlesex county court house to the lowest eligible and responsible general bidder from among the bids received on October the fifth, nineteen hundred and seventy-one, and the aforesaid contract may include any subbidders who submitted bids on September the twenty-eighth, nineteen hundred and seventy-one, October the twenty-second, nineteen hundred and seventy-one and November the twelfth, nineteen hundred and seventy-one and who are also willing and able to execute the prescribed statutory form of subcontract. Section 4a. The provisions of this act are severable, and, if any of its provisions shall be held unconstitutional or invalid by any court of competent jurisdiction, the decision of sueh court shall not affect or impair any of the remaining provisions.
