1974 Chap. 0844. Section 3. Said chapter 168 is hereby amended by inserting after section 66b the following section: Section 66c. Any such corporation may issue or may participate with other persons in the issuance of securities representing units of interest in specific mortgage loans or pools of mortgage loans held by such corporation or other issuer, and in connection therewith may enter into and perform such agreements relating to the custody and servicing of such mortgages and to other related matters, including without limitation provisions for guaranteeing collection or payment of the principal and interest on such securities, as may be found necessary and appropriate by the board of investment of such corporation; provided, however, that the commissioner may from time to time promulgate regulations governing the terms and conditions upon which any such securities which may be issued. Section 4. Chapter 170 of the General Laws is hereby amended by inserting after section 27a the following section: Section 27b. Any such corporation may issue or may participate with other persons in the issuance of securities representing units of interest in specific mortgage loans or pools of mortgage loans held by such corporation or other issuer, and in connection therewith may enter into and perform such agreements relating to the custody and servicing of such mortgages and to other related matters, including without limitation provisions for guaranteeing collection or payment of the principal and interest on such securities, as may be found necessary and appropriate by the security committee of such corporation; provided, however, that the commissioner may from time to time promulgate regulations governing the terms and conditions upon which any such securities which may be issued. Whereas, The deferred operation of this act would tend to defeat its purpose which is to regulate and improve certain procedures in the preparation of state budgets, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.
