1983 Chap. 0007. An Act Relative To The Prevention Of And Response To Releases Of Oil And Hazardous Materials. Whereas, The deferred operation of this act would tend to defeat its purpose, which is to clarify and improve the commonwealth's capability for responding to releases of oil and hazardous material and to recover response costs from persons responsible for releases for which it has incurred such costs, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of public health and safety._______________
