1979 Chap. 0001. An Act Relative To Claims Against The Commonwealth Not Arising In Tort. Whereas, The deferred operation of this act would tend to defeat its purpose, which is to clarify the law relating to claims against the commonwealth not arising in tort, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.________________________
