1980 Chap. 0578. An Act Providing For Capital Outlay Program For The Commonwealth. Wherea s, The deferred operation of this act would tend to defeat its purpose, which is, in part, to provide funds immediately for capital outlay program for the commonwealth, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.____________________________________________________________________________________________________________
