1986 Chapter 0008. An Act Enabling The State Treasurer To Issue And Sell Refunding Bonds. Whereas. The deferred operation of this act would tend to defeat its purpose, since the current favorable market opportunity may cease to exist and the authorization by the federal government that allows advance refunding may be severely restricted by the new federal tax proposal, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.
