Chap. 19. An Act establishing the compensation and the expense AND TRAVEL ALLOWANCES OF THE MEMBERS OF THE GENERAL COURT. Whereas, The deferred operation of this act would tend to defeat its purpose, which is, in part, to provide forthwith for the payment of increased compensation and allowances for expenses, travel, lodging and meals to members of the General Court in order to prevent hardship among such members because of the inadequacy of the present scale of such compensation and allowances due to the ever increasing costs of living, board, lodging and travel, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience. Be it enacted, etc., as follows: Section 1. Notwithstanding the provisions of section nine of chapter three of the General Laws, each member of the general court shall receive for each regular annual session in the years nineteen hundred and sixty-nine and nineteen hundred and seventy eleven thousand four hundred dollars. The president of the senate and the speaker of the house of representatives shall each receive eleven thousand four hundred dollars additional compensation for each such session. The floor leaders of each of the major political parties in the senate and house of representatives, the chairman of the senate committee on ways and means and the chairman of the house committee on ways and means shall each receive eight thousand five hundred and fifty dollars additional compensation for each such session. The vice chairman of the house committee on ways and means, the assistant floor leader of each of the major political parties in the senate and the house of representatives and the second assistant floor leader of the minority party in the house of representatives shall each receive five thousand seven hundred dollars additional compensation for each such session and the senate chairman and the house chairman of the joint committees on taxation, the judiciary and counties shall each receive three thousand eight hundred dollars additional compensation for each such session Each member of the general court shall be entitled to be paid his compensation for each such session at the rate of one thousand dollars for each full month of the session. Such payments shall be made to him, upon his request, on the last legislative day in which the general court is in session preceding the fifteenth day of each month and on the date preceding the last legislative day of each month, and shall be for an amount not exceeding the proportion then due at the aforesaid rate; provided, that the state treasurer may, during such regular session, make additional payments on account, in excess of such monthly rate, to any member making written request therefor, but the amount of such additional payments shall not exceed, in the aggregate, thirteen hundred and fifty dollars in any one such session, or one thousand eight hundred dollars if such session continues beyond July first, and in no event shall the amount of all payments under this section during such session to any member exceed, in the aggregate, the compensation of such member for such session. Section 2. Notwithstanding the provisions of section nine B of chapter three of the General Laws, each member of the general court shall receive twelve hundred dollars annually for expenses for the years Acts, 1969.—Chap. 19. nineteen hundred and sixty-nine and nineteen hundred and seventy to be paid as follows. — each member shall be entitled to receive one hundred dollars on the first day of each session and on the first day of each month thereafter until said sum of twelve hundred dollars shall have been paid; and on the last day of the session there shall be paid to each member of the general court the balance, if any, of said sum of twelve hundred dollars. Each member of the general court shall be paid an allowance for each day he attends a session thereof during said years in accordance with the following schedule: — A member of the general court who lives in the city or town of Arlington, Belmont, Boston, Brookline, Cambridge, Chelsea, Dedham, Everett, Lexington, Maiden, Medford, Melrose, Milton, Newton, Quincy, Revere, Somerville, Stoneham, Wakefield, Waltham, Water-town, Winchester, Winthrop or Woburn shall receive a per diem allowance for mileage, meals and lodging of two dollars per day; a member of the general court who lives in the city or town of Braintree, Burlington, Canton, Dover, Holbrook, Lynn, Lynnfield, Nahant, Needham, Norwood, Randolph, Reading, Swampscott, Wellesley, Weston, West-wood, Weymouth or Wilmington shall receive a per diem allowance of two dollars and fifty cents per day for mileage, meals and lodging; a member of the general court who lives in the city or town of Abington, Acton, Andover, Ashland, Avon, Bedford, Beverly, Billerica, Brockton, Carlisle, Cohasset, Concord, Danvers, East Bridgewater, Easton, Framingham, Hanover, Hanson, Hingham, Holliston, Hull, Lincoln, Manchester, Mansfield, Marblehead, Medfield, Middleton, Millis, Natick, Norfolk, North Reading, Peabody, Rockland, Salem, Saugus, Sharon, Sherborn, Stoughton, Sudbury, Tewksbury, Topsfield, Wal-pole, Wayland, Wenham, West Bridgewater, Whitman or Wrentham shall receive a per diem allowance for mileage, meals and lodging of four dollars per day, a member of the general court who lives in the city or town of Bellingham, Boxborough, Bridgewater, Chelmsford, Essex, Foxborough, Franklin, Georgetown, Halifax, Hamilton, Hop-kinton, Ipswich, Lawrence, Lowell, Maynard, Medway, North Andover, Norwell, Pembroke, Scituate, Southborough or Stow shall receive a per diem allowance for mileage, meals and lodging of five dollars per day; a member of the general court who lives in the city or town of Ayer, Blackstone, Boxford, Dracut, Duxbury, Gloucester, Groveland, Haverhill, Hopedale, Hudson, Kingston, Littleton, Marlborough, Marshfield, Methuen, Middleborough, Milford, Norton, Plainville, Plympton, Rockport, Rowley, Tyngsborough, Westborough or Westford shall receive a per diem allowance for mileage, meals and lodging of six dollars per day; a member of the general court who lives in the city or town of Acushnet, Amesbury, Ashby, Attleboro, Auburn, Berkley, Berlin, Bolton, Boylston, Carver, Clinton, Dighton, Douglas, Dudley, Dunstable, Fairhaven, Fall River, Fitchburg, Freetown, Grafton, Groton, Harvard, Holden, Lakeville, Lancaster, Leicester, Leominster, Lunenburg, Marion, Mattapoisett, Mendon, Mernmac, Millbury, Millville, New Bedford, Newbury, Newburyport, North Attleborough, Northborough, Northbridge, Oakham, Oxford, Paxton, Pepperell, Plymouth, Princeton, Raynham, Rehoboth, Rochester, Rutland, Salisbury, Seekonk, Shirley, Shrewsbury, Somerset, Sterling, Sutton, Swansea, Taunton, Townsend, Upton, Uxbridge, Wareham, Acts, 1969.—Chap. 19. Webster, West Boylston, Westminster, West Newbury or Worcester shall receive a per diem allowance for mileage, meals and lodging of seventeen dollars and fifty cents per day, a member of the general court who lives in the city or town of Ashburnham, Athol, Barnstable, Barre, Belchertown, Bourne, Brewster, Brimfield, Brookfield, Charlton, Chatham, Dartmouth, Dennis, East Brookfield, Eastham, Erving, Falmouth, Gardner, Hardwick, Harwich, Holland, Hubbardston, Mashpee, Monson, New Braintree, New Salem, North Brookfield, Orange, Orleans, Palmer, PetersfiSm, Philhpston, Royalston, Sandwich, Southbridge, Spencer, Springfield^ Sturbridge, Templeton, Wales, Ware, Warren, Warwick, '^endell, West Brookfield, Westport, West Springfield, Wil-braham, Wihchendon or Yarmouth shall receive a per diem allowance for mileage, meals and lodging of nineteen,dollars per day; a member of the general court who lives in the city or town of Agawam, Amherst, Bernardston, Blandford, Buckland, Chicopee, Colrain, Conway, Deer-field, East Longmeadow, Easthampton, Gill, Granby, Granville, Greenfield, Hadley, Hampden, Hatfield, Holyoke, Huntington, Leverett, Leyden, Longmeadow, Ludlow, Montague, Montgomery, Northampton, Northfield, Pelham, Provincetown, Russell, Shelbume, Shutesbury, Southampton, South Hadley, Southwick, Sunderland, Truro, Wellfleet, Westfield, Westhampton, Whately or Williamsburg shall receive a per diem allowance for mileage, meals and lodging of twenty dollars per day; a member of the general court who lives in the city or town of Ashfield, Charlemont, Chester, Chesterfield, Cummington, Florida, Goshen, Hawley, Heath, Middlefield, Rowe, Tolland or Worthmgton shall receive a per diem allowance for mileage, meals and lodging of twenty-two dollars per day; a member of the general court who lives in the city or town of Monroe, Plainfield or Washington shall receive a per diem allowance for mileage, meals and lodging of twenty-three dollars per day; a member of the general court who lives in the city or town of Becket, Clarksburg, Dalton, Hinsdale, New Ashford, North Adams, Peru or Wilhamstown shall receive a per diem allowance for mileage, meals and lodging of twenty-four dollars per day, a member of the general court who lives in the city or town of Pittsfield or Windsor shall receive a per diem allowance for mileage, meals and lodging of twenty-five dollars per day; a member of the general court who lives in the city or town of Adams, Cheshire, Hancock, Lanesborough, Lee, Lenox, Richmond, Savoy or West Stockbridge shall receive a per diem allowance for mileage, meals and lodging of twenty-six dollars and fifty cents per day; a member of the general court who lives in the city or town of Chilmark, Edgartown, Gay Head, Gosnold, Oak Bluffs, Otis, Stock-bridge, Tisbury, Tyringham or West Tisbury shall receive a per diem allowance for mileage, meals and lodging of twenty-eight dollars per day; a member of the general court who lives in the city or town of Alford, Egremont, Great Barrington, Monterey, Mount Washington, New Marlborough, Sandisfield or Sheffield shall receive a per diem allowance for mileage, meals and lodging of thirty dollars per day; a member of the general court who lives in the town of Nantucket shall receive a per diem allowance for mileage, meals and lodging of thirty-two dollars per day. Section 3. Notwithstanding the provisions of section ten of chapter three of the General Laws, each member of the general court chosen to fill a vacancy during the year nineteen hundred and sixty-nine or 12 Acts, 1969.—Chap. 19. nineteen hundred and seventy or who resigns his seat during a regular annual session in the year nineteen hundred and sixty-nine or nineteen hundred and seventy shall be entitled to a per diem compensation for the time of his membership at the rate of eleven thousand four hundred dollars for each such session, and the allowances for travel and other expenses for the time of his membership as provided in section two. Section 4. Chapter 3 of the General Laws is hereby amended by striking out section 9 and inserting in place thereof the following section: — Section 9. Each member of the general court shall receive for each regular annual session eleven thousand four hundred dollars. The president of the senate and the speaker of the house of representatives shall each receive eleven thousand four hundred dollars additional compensation. The floor leaders of each of the major political parties in the senate and house of representatives, the chairman of the senate committee on ways and means and the chairman of the house committee on ways and means shall each receive eight thousand five hundred and fifty dollars additional compensation. Section 6. Said chapter 3 is hereby further amended by striking out section 10 and inserting in place thereof the following section. — Section 10. Each member of the general court chosen to fill a vacancy, or who resigns his seat during a regular annual session, shall be entitled to a per diem compensation for the time of his membership at the rate of eleven thousand four hundred dollars for each regular annual session, and the allowances for travel and other expenses for the time of his membership as provided in section nine B. Section 7. The provisions of sections one, two and three of this act shall take effect as of January first, nineteen hundred and sixty-nine; and the provisions of sections four, five and six of this act shall take effect on January sixth, nineteen hundred and seventy-one.
