Chap. 727. An Act to facilitate the distribution of federally DONATED FOODS TO NEEDY FAMILIES IN THE COMMONWEALTH. Be it enacted, etc., as follows: Pursuant to an agreement entered into between the commissioner of education and the department of public welfare, authorized by section seven of chapter five hundred and forty-eight of the acts of nineteen hundred and forty-eight, inserted by chapter six hundred and thirty-seven of the acts of nineteen hundred and fifty-three, under the terms of which the department of public welfare was authorized to supervise, administer and provide for the distribution of surplus agricultural commodities donated to the commonwealth by the United States department of agriculture and supplied to said department by said commissioner of education, the commissioner of public welfare may enter into agreements with any public or private agency which may provide for the donation of gratuitous services and the contribution of funds for the purpose of expediting such distribution. Such donations may provide for the cost of transportation, storage and distribution of such surplus agricultural commodities under the general supervision of the department of public welfare and for other related costs; provided, that no liability except that of general supervision shall be placed upon . the department as a result of the contribution of such donated services or funds. Acts, 1969. — Chaps. 728, 729. 613 To facilitate the distribution of Federally donated foods to needy families in the Commonwealth and so that the operation of- this program may proceed without unnecessary delay, I declare that in my opinion said law is an emergency law and the above facts constitute the emergency.
