Chap. 23. AN ACT INCREASING THE NUMBER OF REPRESENTATIVE TOWN MEETING MEMBERS IN THE TOWN OF NORTH ATTLEBOROUGH. Be it enacted, etc., as follows: SECTION 1. Section 3 of chapter 57 of the acts of 1976 is hereby amended by striking out the first paragraph and inserting in place thereof the following paragraph:- The membership of the representative town meeting shall consist of one hundred and forty-four members at the election of April, nineteen hundred and eighty-one, one hundred and thirty-two members at the election of April, nineteen hundred and eighty-two, one hundred and twenty members at the election of April, nineteen hundred and eighty-three, and one hundred and eight members at the election of April, nineteen hundred and eighty-four and thereafter. Any registered voter of the town of North Attleborough shall be eligible for election to the town meeting. Each of the six precincts shall be represented by one-sixth of the total membership, with each precinct electing annually one-third of its members necessary therefor for a three-year term; but no candidate for membership shall be so elected unless the candidate receives twenty-five or more votes in the precinct. SECTION 2. The second sentence of section 5 of said chapter 57, as amended by chapter 119 of the acts of 1977, is hereby further amended by striking out, in line 2, the word "twenty-five" and inserting in place thereof the following word:- ten. SECTION 3. Section 7 of said chapter 57 is hereby amended by striking out the first sentence and inserting in place thereof the following sentence:- Any vacancy in the full number of town meeting members from any precinct, whether arising from a failure of the registered voters to elect, or from any other cause, shall be filled for the unexpired term of the vacancy by a majority of the remaining town meeting members of the precinct from among the registered voters thereof who have indicated a willingness to serve by a written notice received by the town clerk. SECTION 4. The third paragraph of section 9 of said chapter 57 is hereby amended by striking out the seventh sentence and inserting in place thereof the following sentence:- One-half of the membership, plus one, set forth in section three shall constitute a quorum for doing business; but a lesser number may organize temporarily and may adjourn from time to time, but no town meeting shall adjourn over the date of an election of town meeting members.
