Westminster 191 --Caption title. Width of road: 20 ft. Traveled way: width 18 ft., grade 3 ft. per 100. Surface: crowned 10 in., soft, uneven, loose sand and stones 5 in. deep material: sand on coarse gravel base sides: right, slopes up from gutter, left, slopes up from gutter gutters: right, 14 in. deep, left, 12 in. deep sidewalks: right, none, left, none. Remarks: A very poor road. Photograph accompanies the Report of the Commission to Improve the Highways of the Commonwealth, 1893.
