Russell 95 --Caption title. Width of road: 20 ft. Traveled way: width 16 ft., grade 5 ft. per 100. Surface: 6 in. lower in centre than sides. Soft sand and gravel, ruts 9 in. deep material: fine sand and gravel on coarse gravel base sides: right, grass embankment slopes up, left, grass embankment slopes up gutters: right, none, left, none sidewalks: right, none, left, none. Remarks: road is very poor. Photograph accompanies the Report of the Commission to Improve the Highways of the Commonwealth, 1893.
